Pay-per-honk. This is worth a read

Solutions like these probably should have always been going on in cities.  I am led to think that thinking like this did, in fact, go on, but it probably got shut down by laws such as the one prohibiting you from charging to drive someone into the city each morning.  At the same time, had a more structured approach to thinking like documented in this article been occurring over the past century, what kind of little nuggets of humane interaction would have appeared in the proverbial gold pan of ideas?
